The Northern Citizen Community Board (NCCB), a UN ECOSOC-accredited NGO with Special Consultative Status, urgently calls upon international human rights defenders, child protection organizations, legal experts, and philanthropic partners to support justice for 13-year-old Shiraz Ahmed, whose suspicious death in Raman Village, Upper Chitral, remains unresolved and deeply concerning.

Case Background

On 25 February 2025, Shiraz Ahmed went missing while running errands near his father’s shop. His body was discovered the following morning hanging from a tree near his home. This tragic incident has shocked the community and exposed serious failures in law enforcement and child protection.

The initial FIR was filed by Shiraz’s father, citing an unknown person. It was later amended by his mother, naming her stepson as the accused. The suspect allegedly confessed but was pardoned by the victim’s parents shortly afterward, reportedly under pressure. The pardon was formally accepted before the District Judge of Upper Chitral, highlighting the undue influence on this minor’s case. The forensic report has not been released, and procedural flaws raise serious questions about accountability and transparency.

Upcoming Legal Action

NCCB will file a writ petition before the Peshawar High Court, Swat Bench, seeking:

  1. A full judicial reinvestigation
  2. An independent and transparent inquiry by a trustworthy investigative team
  3. Accountability for the true perpetrators and a legal challenge to the undue pardon

This case highlights wider systemic failures, undue pressure on vulnerable families, and the urgent need for justice for a minor child.
