Kainat Zehra – Honorary Zoologist and Conservation Educator, NCCB
Kainat Zehra joined NCCB in March 2023 as an Honorary Zoologist and Conservation Educator. She holds a Master’s in Wildlife Zoology and has conducted extensive research and habitat observations at sites including Haleji, Kinjhar Jheel, Hawkes Bay, Sandspit, and the Mangrove Forest.
At NCCB, Kainat focuses on biodiversity conservation and awareness programs, with special emphasis on engaging youth and women in Gilgit-Baltistan and Chitral. She actively visits these regions during her vacations to support NCCB initiatives, fostering environmental education, community involvement, and stewardship of Pakistan’s natural heritage. Through her combined expertise in research, education, and outreach, Kainat contributes significantly to NCCB’s mission of protecting and sustaining the country’s wildlife and ecosystems.
Ms. Kaneez Fatima
Honorary Director, Women’s Empowerment, Gilgit-Baltistan

Ms. Kaneez Fatima is a sociologist and scholar whose long-standing association with the Northern Citizen Community Board, NCCB, has significantly strengthened the organization’s work in women’s empowerment, community development, and cultural preservation in Gilgit-Baltistan. She has served as the Honorary Director for Women’s Empowerment in the region since January 2018 and has been a dedicated and highly supportive contributor to NCCB’s mission at both national and international levels.
Her role within NCCB extends beyond formal leadership, as she actively supports institutional development, policy advocacy, and community-centered programming. Ms. Fatima has been instrumental in shaping women-focused initiatives and promoting projects that preserve and celebrate the rich cultural heritage, traditions, and folk practices of Gilgit-Baltistan. Her deep understanding of the region’s language, customs, and social dynamics allows NCCB to implement programs that are culturally sensitive, inclusive, and impactful. Even during her vacations, she remains actively involved in supporting NCCB’s initiatives, providing guidance, research insights, and hands-on support to ensure continuity and effectiveness.
Alongside her work with NCCB, Ms. Fatima is a permanent Lecturer in the Department of Humanities and Social Sciences at Bahria University, Karachi Campus, where she teaches undergraduate courses in sociology, anthropology, gender studies, medical anthropology, civics, and community engagement. She is currently pursuing a PhD in Sociology at the University of Karachi. Her academic and professional experience, including work on World Bank-funded development projects, applied research, and international education services, adds depth and practical insight to NCCB’s programs.
In her free time, Ms. Fatima enjoys reading, exploring Pakistani folk literature, and engaging in cultural and community activities that strengthen her research and connection with local communities. She is particularly committed to documenting and promoting the cultural heritage of Gilgit-Baltistan, ensuring that development and empowerment initiatives are rooted in respect for local identity and traditions.
Through her sustained dedication, intellectual leadership, and collaborative approach, Ms. Kaneez Fatima has proven to be an invaluable member of NCCB. Her contributions continue to enhance the organization’s credibility, cultural relevance, and impact in advancing women’s empowerment, inclusive development, and the preservation of Gilgit-Baltistan’s unique heritage.
Asia Bano
Honorary Director | Human Resource Expert, NCCB
Ms. Asia Bano is a distinguished human resource and management professional with extensive experience in organizational administration and educational leadership. She currently serves as an HR Officer at Pakistan International Airlines (PIA) and joined the Northern Citizen Community Board (NCCB) in January 2024 as an Honorary Director. In this role, she provides strategic guidance in human resource development for the organization, which holds UN Special Consultative Status, reflecting its global recognition and commitment to sustainable development and community empowerment. During her vacations, Ms. Bano generously contributes her time to NCCB, offering her expertise on a voluntary basis to support its mission.
Ms. Bano is widely regarded as a beacon of light for underprivileged women and girls in the northern areas and Chitral, dedicating her knowledge and leadership to empower marginalized communities and promote education and skills development.
With over a decade of professional experience, she is recognized for her integrity, disciplined work ethic, and results-driven approach. She holds a Master of Education (M.Ed.) and a Master of Business Administration (MBA) from the Federal Urdu University of Arts, Science & Technology, Karachi, equipping her with deep insight into organizational behavior, educational leadership, and human resource management.
Throughout her career, Ms. Bano has contributed to strengthening HR systems, managing employee records, guiding recruitment and training processes, implementing HR policies, and fostering teamwork and organizational discipline. Her leadership has consistently enhanced institutional efficiency, workforce development, and organizational culture.

Zulfiqar Ali
– Director of Public Relations, NCCB
Zulfiqar Ali, a visionary social leader and scholar from Gilgit-Baltistan, has been serving as the Director of Public Relations at NCCB for the region since 8 January 2024. Renowned for his dedication to youth development, education, and social empowerment, he has devoted his career to fostering intellectual growth and community progress.
With deep expertise in Arabic literature, Fiqh, Hadith, Tafsir al-Qur’an, Islamic Philosophy, Logic, Ilm al-Kalam, and Political Science, Zulfiqar Ali seamlessly blends traditional scholarship with modern insights, establishing himself as a respected thought leader and mentor.
Throughout his career, he has held pivotal leadership roles in student and youth organizations, inspiring generations to embrace social responsibility, critical thinking, and ethical leadership. His tireless efforts in public service and youth empowerment have earned recognition from the Chief Minister of Gilgit-Baltistan and the provincial cabinet, reflecting the trust and respect he commands at both community and governmental levels.
Zulfiqar Ali actively develops and nurtures strategic linkages at both national and international levels, fostering collaboration between Gilgit-Baltistan and key institutions, organizations, and stakeholders worldwide. These connections promote knowledge exchange, cross-cultural understanding, and innovative opportunities for educational, social, and developmental initiatives. At the national level, he engages with government bodies, academic institutions, NGOs, and youth organizations to strengthen community programs and policy initiatives. Internationally, he collaborates with global scholars, research institutions, and development networks, creating opportunities for youth and local communities to participate in capacity-building programs, international conferences, and collaborative projects.
Fluent in Urdu, Persian, Arabic, and Balti, Zulfiqar Ali communicates effectively with diverse audiences, leaving a lasting impact through his leadership, scholarship, and dedication to social service. His accomplishments continue to inspire and shape the future of Gilgit-Baltistan.
